When headlights are on, both taillights shine red, but when brakes are pressed, left rear taillight does not change in intensity (if headlights are on) or does not light up at all (if headlights are not on). Left rear taillight also does not light up when left turn signal or emergency flashers are engaged.

This is most comonly an earth fault.
Remove any covers over the wiring in that area, and trace the earthing points where the wires go to a bolt into the steelwork. It is best to remove the bolt, clean the steelwork with abrasive paper, then apply a smear of greae or vaseline. Replace the bolt + connection and tighten.
If this does not cure the problem, remove both lighting clusters, and remove the bulbs from them. Clear any corrosion you find - and apply vaseline to the contacts. It is quite common for contacts to corrode inside these "sealed" units because any moisture that gets in there just yurns the unit into a mini greenhouse - which accelerates corrosion faster than if it was vented.
