SOURCE: Heater kicks on, but kicks right off

There is a small probe that is heated by the pilot flame. This is called a thermocouple & keeps the gas valve open by generating a small electric current. Most likely the pilot flame is too small, or not heating the thermocouple properly. Either turn the pilot up a bit, or gently bent the thermocouple bracket to put it in the flame a bit more. Do not try to bend the thermocouple itself. If this does not help, a new thermocouple may be needed.

SOURCE: heater trane xe 90 working iregular, set to 70 heats up to 64

Possible problemis due to a thermo-couple that has seen better times. If I understand your system correct I would check that.

SOURCE: pool heater wont start but when i turn off the pump and start back again the pool heater comes on for 2 seconds and shuts off AGAIN

Heater must have water before it will fire up. There is a delay relay that may be dozing off. Not a bad thing but should be chk'd by a pool sevice.

SOURCE: after the normal delay period, my heater ignites

flame sensor rod is probably not bad but just has a soot build up on it. take some steel wool or I use a soft brass brush and make the rod shine. DO NOT USE ANYTHING COARSE, if you scratch the rod it will rust, then it is bad

Sta-Rite Propane heater ignites flame and within 2 seconds shuts down.

With the limited information provided above, I would say that it is your flame rectifier (flame sensor).
If the heater ignites, and the flame sensor is bad, it will go out right away as a safety precaution.

Below is the parts/troubleshooting manual for this heater. You can find the part number for your flame sensor, and replace it.

My heater ignites and blows really hot exhaust

The water is mixed on the back side of the heater and will exit the heater at 7-11 degres hotter than it came in. This will keep people from being scalded at pool side. So what you have sounds normal.
