I found the answer to this situation: To turn off delay print function, Push the print mode button on the upper right hand control keyboard.

After my whinge I did find the solution on the Dell forum support.
IT is a software conflict with Dell Media Centre. THe final comment on the page I found (do not have the link at hand) was from a Dell technician, his comment was to disable the PCMService in msconfig. Obviously Dell will not advocate to uninstall their own software but that was the other solution made by the other parties. I hope it works for you too!

this is because of the lantency of your sound card and your driver settings.
with 2 seconds,
that sounds like you're using a MME driver for your card.
try to change the driver to ASIO (if possible),
if not, change it to directX
you can do that that way:
- Open up Devices > Device Setup > VST Multitrack
- Drop-down the ASIO Driver settings on the right side of the screen

Is the mouse response sluggish as well during these times?
In most cases, it means the computer is busy with another process. The keys you press stay in the keyboard buffer until the CPU has time to process them.
Check your CPU busy time when this happens. In Windows XP, press ctl-alt-del to start the task manager, the select the processes tab to see if one process is tying up the system (by % of CPU), or press the performance tab to see CPU usage. If it is pegged at close to 100%, something is tying up the system.
