Go to the control panel, remove the drive in device manager and reboot the computer. If that doesn't help, try installing latest drivers for your motherboard.

SOURCE: DVD region default setting
Click Start - My Computer then Right click on the DVD drive - click on Properties - Click on Hardware tab - click on the DVD drive to highlight this drive then click Properties - then click DVD Region tab.
Now you can change the region.
It shows the current Region - Enter a new Region and click OK
If you have run out of Region changes, please let me know and I can advise you how to get around this problem.
