More than likely, there is a lot of paper debris jammed between the cutters and strippers. If you are handy, try the following.
Disconnect the power.
Disassemble the shredder from the lower bin to access the cutting head. Clear the head of all debris with a small screw driver or ice pick. Reassemble and oil the cutters with shredder oil, being careful not to get any oil on the optics. This should solve the sluggish problem. Oil on a regular basis, before every use.

SOURCE: My blades are dull and will not cut the paper. The

When I bought my last shredder it came with a small bottle of oil. The instructions said to put a few drops of oil on the blades now and then.

I think the oil was actually canola oil.

Read your manual to see if it suggests any lubrication.

look for two LED lights where paper falls into bin and wipe them off, but the sensors could be faulty as well. I have seen both.

Have you "oiled" the machine.... put some shredder oil on a piece of paper and shred it....do this a few times to get oil into the cutting blades and see if that helps.

SOURCE: paper shredder jammed

Yes....this is a consumer model....NO BIN/BAG FULL INDICATOR....to keep costs down, you will just have to try to get the bin out a little at a time and slowly reach-in and "fish out the shredded paper...once you have enough out the bin will come out...hopefully the backed up paper has not jammed the machine and blown the PCB inside.....if it has give Royal a call at 1-800-524-0799 for parts assistance.

How do you remove the top to see the gears in a Royal 16CDX cross cut paper shredder. The overload message is displayed, and I don't know how to get it unjammed.

a possible solution is to UNPLUG the unit, reach in from underneath and start pulling stuck paper out. On mine (different model) I can remover the paper receptacle bin and reach up to remove stuck paper. this usually is caused by overloaded bin pushing shredded paper back up to cutters because it is overfull......BE SURE TO UNPLUG FIRST !!!!!

ROYAL 150 MX WILL ONLY TAKE 2 SHEETS

Have you ever "oiled" the machine.
ALL cross-cut shredders need to be oiled to help clear out the paper dust and debris generated during the shredding process.
Pour some shredder oil across the cutting shafts while it is running and occassionaly put some oil onto a sheet of paper as you shred it.

The bin on my royal cross cut paper shredder will not open . It is full and needs to be emptied. It seems to be stuck near the top. If I pull any harder I am afraid the hard plastic will crack.

Yes it is probably "over-full".... you will just have to try to somehow get it open a little and start to fish out the paper without breaking the waste bin....it has to be emptied more frequently, there is no "bin-full" indicator.

Royal VF700 won't barely shred one sheet of paper. It givexs the overload red light when 1 sheet of paper has just barely started to be shredded.

Royal. Haven't heard of that brand. Could get in contact with tech service, but it's probably easier to grab a new paper shredder.
Paper shredders can be pretty cheap though, great guide to cheap paper shredders here: http://hubpages.com/hub/Best-Paper-Shredders

Royal 9 x cross cut shredder wont go through even two pages thick

Put some shredder oil on the paper you are shreding...shred a number of sheets with oil on them so that the oil gets down into the cutting shafts/teeth.
