I would try installing the game using program comparability troubleshooter
Run the Program Compatibility Troubleshooter
Swipe in from the right edge of the screen, and then tap Search.
(If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then clickSearch.)
Enter run programs in the search box.
Tap or click Run programs made for previous versions of Windows, and then tap or click Next.
Select the program you want to fix.

I got talonsoft eastfront II to run on my windows 7 laptop by using two pieces of software. First I use vmware player and created a virtual machine with a winxp install. Second, I ripped the original game CD using alcohol. This creates an image that preserves the special formatting that is necessary because of the SafeDisc copy protection that is used in this talonsoft game. I mount this image using alcohol since my laptop does not have an optical drive. The vmware player sees the mounted image as a normal cd drive with the original game cd in it. I can install and play eastfront II in the win xp virtual machine. I installed the 1.02 patch. No other special settings were necessary. All features appear to work with this setup. The videos play, the unit viewer works (help files with transparency does not work in win 7 normally), background music and sfx are streamed off the virtual cd.
I recently dug this game back out, it is really cool and wanted to play it again. It was still installed on my desktop Windows XP and worked fine but couldn't get it to run on laptop with exact same problem you described. After an hour of searching the net I found this patch which fixed it and now it runs fine. You can find it at the link below. Just select the appropriate one you need.
Sorry friend but this game is not compatible with Vista and there aren't any patches. However you can try your luck here. Go thru the thread
