Yes, if the timer mech is damaged and, it will not rotate, this is cause the heating cycle to become inoperable. the time is responsible for initiating the heating command and the thermostat helps with the temp regulations. replacing the timer will restore the normal functions of your dryer.

Tips for a great answer:
To me it sounds like your pump loses it prime some I would suspect a leak on the suction side of the system.
