If they're all set to the same "Channel" and "Code" you will be able to talk between them.

You will find the manual here. The radio is part of the 280 series radios, so there is a general manual on all in that series.

Yes. Set all programming to match one another. Turn off the Qt filter, if any. Below are links to the owners manuals where you will find programming instructions to program the Frequency and Interference Eliminator Code.
