How to clean igniter on Mode N-0751M-DV

This is a Noritz Tankless.
That whoosh is excess gas being ignited behind the normal lead/lag time for G-Valve opening and igniter on. Might be the Igniter but you'll need a new igniter gasket as if you pull the igniter assembly and clean ONLY WITH A GREEN SCOTCHGUARD PAD, you'll shred the gasket and need a new one. NEVER sandpaper an igniter it is coated and sanding destroys it.
Also may be a flowmeter signal problem where flow is sensed but ignition signal is slow to igniter but on-time to gas valve opening resulting in excessive gas pocketing in HE before a clean ignition.
I'd say Tech Service Issue as this gas can pocket in the extreme enough to blow the unit off the wall with a late or slow ignition spark.

Does the water heater produce radiant heat to the exterior of the unit

1) No.
Do NOT store combustibles close to a water heater, fireplace, or any source of ignition, including HVAC, space heater, microwave, appliance, etc.

2) Tankless water heaters do not have FVIR safety features found in tank-type gas water heaters rated less than 60,000 BTU.

3) Tankless water heaters draw large amounts of air into combustion chamber from surrounding room, and this air feeds directly into the burner flame with no barrier.

4) If flammable vapors enter tankless, then it can cause fire, explosion, conflagration.

5) Read product manual and safe a life.

My Noritz N-0751 M-DV makes a loud vibrating noise when I first turn on the hot water. I was advised to flush the system and did but the noise is still there

This sounds like "water hammer"
You can fix this by adding an arrester to the water line. here is a link to what they look like and how they work

You may want to check you water pressure and see if its over 80 psi.
If so then your regulator needs to be adjusted or replaced. If you home does not have a regulator and the city has upped the pressure then you will need to install one. water hammer will break pipes over time and can damage that nice water heater you have.

Have been running extremely hard water thru our Noritz NR98-DVC for a couple of years. Unit is not functioning properly. What, if any, damage could result from using this hard water? Could there be

Replace single-handled faucet cartridge, and see if hot flows to that faucet again.

Exposing tankless to hard water causes reduced efficiency within a few months, and can cause Total failure of parts within two years.
Do not expose tankless to more than 11 grains hard water.
Here is research pdf conducted by water softener industry comparing tankless andf tank-type:

To possibly solve problem temporarily, install softening system, delime tankless unit using white vinegar. Delime yearly. It is fun for whole family. And who doesn't like a project schedule.

To solve problem long-long term, install tank-type gas water heater from local box store for $350.

Dirty hot water

Hi there, maybe the water pipe feeding the tank has a break, allowing dirt to get into the water system - possibly pipe under ground, perhaps you should get a plumber out and have them check all pipes for breaks, if memory serves me right they actually have a tool that performs this task for them.

We hada power outage. The light on the power button from the noritz tankless water heater remote control does not come on.

I'd first try cutting electricity to the unit and then powering it back up; however, there's a good chance you unit was damaged from a voltage surge following the power return. If you have a volt meter, here are a few things to check:
-voltage across the gfi - the gfi is located on the bottom of the unit; it is a black box with a blue, white, green, black, and white wires coming into it. There should be about 100VAC across the blue/white and black/white pairs.
-If there's no voltage across either pair, your transformer is fried and needs to be replaced.
-If there is voltage across the blue/white but not the black/white, look for moisture in the bottom of the unit. If there's no visible moisture (indicating a leak), you may need to replace the gfi.
-If there's voltage on both sides of the gfi, measure voltage at the remote terminals (location depends on model). You should have 15VDC across the terminals. If there's no voltage, your circuit board is dead.

Good Luck!
