We had the same problem and it was so very frustrating. We sent the Camera back for assesment and repair only to be told there was nothing wrong with it. The solution was so simple we felt like real dummies.
All you have to do is use Energizer Lithium Batteries, since we started using them we have not had a problem with Batteries going flat or that annoying Battery indicator flashing.

The cartridges have small chips on the lower face Once it registers empty that casette will not woek again. Many of the replacement cartridges that are not genuine have this chip missing. You can transfer the old chip to the new vcartroidge ( if its not a genuine with a replacement reset chip. I think you can by a chip resetter for this model. do a web search fot your model they are por etty cheap to buy

If you're sure that the batteries are full, then the power board has to be changed. It's the first board under back cover, with the buttons on the other side of it. Contact your local Canon service center. If they ask very much, you can contact me email@example.com and I can give you a price - I have access to new Canon parts.

SOURCE: My canon SX110 IS camera
I had the same problem with new batteries reporting as "low" and instant shut-off. After I found that it would stay on when plugged into USB, I suspected a firmware bug in the camera (I am a computer engineer). So I thought "how can I fool it?" I then found that it would stay on if you power it up with the rotary dial BETWEEN the video and manual ("M") setting -- in the "illegal" position. The after it's on, every mode works!
