its a tweak with epson.... they have a counter there that intentionally stops it from working even through your printer is still in good condition.
there is an available driver that could correct that depending on the operating system you are using. i think if i maybe correct it only works with and o/s that is winxp.
the drivers name is inkpad reset utilty.
try to check the website www.epson.com/ipr for the inkpad reset utility

You need two things to resolve this issue...
1. To replace the waste pads or redirect the waste ink flow to an alternate collection vessel (eg: an external waste ink kit).
2. Reset the printers internal waste ink counter.
Both of these can be handled at an Epson service centre, usually at unrealistically high cost and often then don't bother replacing the pads unless you specify this at the time.
Alternatively you can find an external waste ink kit to deal with the waste ink such as the Printer Potty (plenty on the web so a search should be easy enough).

Resetting the waste counter can be done using the T1100 adjProg which is available from various sources on the net if you look around.
Key thing to note with the waste tubes, especially if you've fitted external waste kits before, is that the waste tube runs in the opposite way to other Epson inkjet printers. The tube runs from the pump round the back and then towards the pads at the front.. See the guide above for a clearer indicator of what I mean.
