Cafe Roma producing more water than steam

My Cafe Roma worked fine for about a year, then I noticed that the coffee wasn't very hot and the steam wand was spewing more water than steam. I decalced using Durgol -- twice -- but it didn't seem to help. The steam wand is pitiful -- mostly water with hardly any steam. The pump is thumping away, so that's probably not the problem. Could it be the heater? Anyone out there know how I can fix this? Thanks.
