I don't mean to sound stupid, but how do you know the PSU is functional if the motherboard wont fire up? The power supply has to have a load on it before it will test positive. You could disconnect everything from the PSU and put a large 10k resistor in place of the power connection to simulate a load. Does the mobo have an LED Activity light when it is connected? Have you previously worked on this computer? Is the mobo properly grounded? Have you looked for any signs of a resistor or other electrical component having failed?. There can be numerous reasons why you are having problems. I would need a more detailed explanation of the events leading up to the problem and a better description of the equipment and the environment.

On some models, an unplugged Processor fan will prevent the motherboard from starting. Check your fan connections. How have you determined that the PSU is functional? Is the PSU fan starting?

Asus P5GC-MX/1333 system wont boot up, motherboard light on (blinking), fans on PSU not working, fan on motherboard not working, is that a sign PSU went bad? (it was OK a few days ago)

yes
it can be problem wth psu hence insert a wire in green socket and another in black socket of psu and this will short and psu fan will rotate. if psu fan rotates then you need to check the voltage supplies of the psu.

Unable to install windows7 on MotherBoard Version: ZX-I945LM4 VER:2.2

You need a fully functioning PC to install an operating system like windows 7. This includes a CPU, GPU, RAM, HDD, motherboard, PSU, and generally a case. Just a motherboard isn't going to cut it.

Problem with the EliteGroup ECS A790GXM-AD3 AM3 AMD 790GX HDMI ATX AMD Motherboard Help please, no power What is the recommended Power Supply Wattage for this MB i am using a Diablotek 550 Watt. I checked...

Test your PSU or replace it if your power supply units fan is not working your PSU is faulty

One bad lead can cause a computer to continue on a cycle or to shutdown or fail to boot

Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your motherboard to your hard drive make sure they have a secure connection and are not faulty or just replace them there probably old and faulty

make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty or just replace them they are probably old and faulty ?

hope this helps

My P4 VMM 1.0 with win 98 and XP always restart after shuting down. Please help me to solve the problem

This is most commonly an issue of either the ACPI instruction being sent to an ATX power supply being misinterpreted as a restart command, or the controller in the power supply being faulty in general.

The root of the issue can be either your motherboard, or your power supply itself. To test this, try using a different power supply on the motherboard. If it works fine, try testing your power supply on another motherboard. If your power supply works fine there as well, then there's simply an incompatibility of some sort between the motherboard and PSU.

If on the other hand it doesn't work fine on the other motherboard as well, then you know the PSU is faulty.

The degree of fault in the PSU can be anything between harmless and severe; for safety's sake, I would recommend replacing the PSU entirely if a new/different PSU resolves the issue, as your PSU burning out may cause damage to your motherboard and/or (other) connected devices.

PC dead. Replaced power supply. No lights. No nothing.

When that happens it is usually the motherboard.

To test parts you need a benchmark.

PSU can be tested using a multimeter.

Motherboard is tested using a tester like this one: PCI Test Card, PC Analyzer, Motherboard Test Card
Ram and CPU (CPU sometimes get damaged) are usually not damaged by this kind of problems, they can be tested mounting them on a working motherboard. For the RAM we also use a RAM tester that costs about $200.

Ensure also that the switch contacts to new motherboard are installed properly. A technician can test cabinet power switch using a multimeter, or carefully bridging with a screwdriver the switch on contacts on motherboard (do not do this unless you are sure about what you are doing)

Test the new PSU on a different socket, when a PSU blows , it may damage the main socket.

Also remember that new power supply units have two connectors. The big rectangular main one (24 pin) and a smaller 4 pins squared one.

As an home user you may not have access to testing equipment, therefore my suggestion is.

Ensure you are using the right PSU.

Ensure that the motherboard is connected to power switch.

Test the new PSU with a multimeter.

Examine the motherboard for blown or leaking components and burnt areas.

If you do not find anything, but the mainboard is still not working, then buy a motherboard-cpu bundle compatible with the PSU that you bought and assemble a new system inside the old cabinet.

Regards.

Working fine until psu packed in, replaced psu, begins power up

The PSU dying may have destroyed the motherboard also. Try removing all interface cards and disconnecting all drives to make sure.

The next time you get a PSU. Tell them what you have. Apparently you got one that is not compatible with your compaq. The power (500 wattage) will work with your MB.
Get an OEM PSU from Compaq(HP).
