Check the water level switch, this is controlled by a sensor that detects water pressure. In your case the sensor is probably faulty. The machine does not drain because the control board "thinks there is no water", for the same reason it overfills, not detecting that the right water level had been reached.

Regards.

Top loading machine ran 20 gallons on floor whle filling. drained ( spin clcle) put in another load and ran fine. What happened?

Sounds like the water level control is malfunctioning. Most top loaders have a pressure sensor attached to a tube. If the pressure sensor goes wonky or the tube loses its airtight seal between the tub and the sensor, the tub could overfill. The tube and the sensor vary by model and should be changed together after diagnosis.

I have a whirlpool top loader with calypsoTM wash motion. The machine showed Off Balance I had to start over them the machine showed ''FL'' over Fill. I turned the water off and have tryed to get the...

The FL error code means:
Flood Condition:
FL flashes if any overfill condition occurs. This condition occurs when excessive water in the tub causes the overfill switch to trip. The control must realize that the trip was due to an overfill condition instead of a suds lack condition in order for FL to be displayed

With an overfill condition, the beeper repeats a warning every 10 seconds with no time-out. The pump is cycled in drain mode for 30 seconds on, 30 seconds off until the overfill switch resets or power is discontinued to the unit.

Press STOP/CANCEL to clear the display.

This problem I see on these are the water pumps getting clogged with lint or other things, causing the pump not to pump all of the water out at times.

There is a check "valve" in the drain assembly that seems to sometimes cause problems with the FL error code. You can remove this piece, and might avoid changing the pump.

Overfowing

If your machine is a front loader it could be leaking from the door if the gasket is not properly on. If its a top loader then it could be overfilling due to a faulty water level control pressure switch. Need yo know which it is.

WHIRLPOOL TOP LOADER OVERFILLING WATER

While it is filling up try this. Unplug the washer from the wall, if the water still runs then you need to replace the mixing valve. If the water stops then take the screws out at the base of the console and flip the controls back. Look for the clear hose that goes to the water pressure switch and make sure that it is connected. If it is connected take it off the switch and blow through it to see that it is clear of any obstructions.
If this only overfills after the first ore second wash then you may have the slow drain and the drain hose is in the downspout too tight.
Possible items needed;
#1 mixing valve
#2 pressure switch
#3 plumber
