Can phone be used without data plan

The phone should still be partly usable:

1. If you have access to WiFi, turn on the phone WiFi and you should be able to get online and use the majority of data / app services on the phone.
2. Depending on the carrier, you may be listed as 'no data plan', and just charged ad-hoc rates for data use - i.e. you would still have data access, but without a rate plan, the carrier will just charge you according to it's billing structure - for instance I know AT&T adds 1GB chunks on, at $10/Gb, on my sister's iPhone plan, when she exceeds her monthly limit.
3. Use of the phone for voice and/or messaging will depend on whether, in saying you don't have data service, if that also means you don't have a plan at all, or just lack a data plan. The phone part should work fine even with no data service, so long as you're in a coverage area. Texting and cost will depend again on how your carrier handles it. Most will allow it and charge you a bunch for each message in or out. Pure profit for them.
4. If you have no connection at all, you can likely still use the phone on WiFi, and might be able to boot-strap to voice with apps like Skype, and messaging with apps like WhatsApp. (I don't have affiliation with any of those companies, so they are single examples out of many options

Whatsapp's purpose is to use your data plan without using your texting. It only costs 99 cents a year and is not a charge by Verizon. The data plan is the limit. If you use that limit Verizon will charge you every extra GB.

The best place for someone to buy a Nexus One is Nexus One Phone - Web meets phone.. The 2nd best is probably eBay. I've not heard of many others. xda-developers.com does have some phones being traded for other phones and a few being sold.
I used the G1 for a few weeks and was fairly impressed, but you would need a data plan.
Personally I traveled in Asia with my Nexus One and had data turned completely off for a few weeks. It was not a true Android experience and wouldn't really suggest buying an expensive data intensive phone without a data plan. But that is MY opinion and it is worth what it costs you.

Unfortunately, your phone is designed to always have a data option. There is no way to disable the message short of purchasing a data plan. You need to be careful, as putting a sim without a data plan in a phone that is trying to use it may force the addition of a data plan to your account without your approval. Most companies make this quite clear in their terms of service. I would definitely recommend going back to your previous phone unless you want to add data.

radio can be used regardless of having a data plan. all you need is a built in fm transmitter and headphones.

you can surf the net on a wifi network even of you dont have a data plan. turn the wifi on then select "set up wifi network" then just follow the instructions to be able to connect to the network. if you still can't after doing this, it might be because the signal of the network is not that strong.
regarding the bluetooth, go to media, then press the menu button (the bb logo), then select "receive via bluetooth" for your bb to receive the file from your laptop/other phones.

You will not be charged since wifi is free to air. Try nokia E51.

You won't be able to send e-mail messages without a BlackBerry data plan, or some sort of data plan. To use BlackBerry e-mail you need a BlackBerry data plan. There are some third-party e-mail clients out there, but they require some sort of data plan.
