if I am reading this right it turns over by hand but not when you pull it? if it pulls but jerks the rope out of your hand then check the flywheel key. if it won't pull at all then I would venture to say you have an obstruction in the recoil that needs to be found

A whinning noise is usually from the starter spinning but not engaging with the flywheel.
The solenoid or bendix gear may not be working which would require a replacement starter.
If you heard a grinding noise, I would say some teeth are missing from the flywheel.

sounds like rust build up on the magnet flywheel remove the cover from the top of the engine and clean it

did you hit something while mowing the key way between the flywheel and crank shaft might have sheared it will act like the blade is missing pull back on you while pulling the rope

Sounds like the flywheel key is deformed from shock. Remove the engine rewind and cover to get to the nut that holds the flywheel on. Remove the nut and flywheel. You can purchase a small engin universal flywheel puller cheap, install a new flywheel key and it will run great!

1994 Ford Escort- Went out to start the engine- The starter would turn but wouldn't engage the flywheel-160,000 miles on it, so I figured it was the bendix- I replaced the whole thing-all new starter...

If you turned the flywheel with a screwdriver and the bendix engaged the flywheel, then it sounds like it could be the flywheel. There may be "teeth" missing on the flywheel, causing the bendix not to grab onto the flywheel. Have the flywheel checked. If there are "teeth" missing, then replace the flywheel. I experienced the same problem with my Nissan.

Flywheel key broken

This usually happens when the blade hits something hard like a brick or a pipe. etc. You will have to remove the flywheel and replace the key. Loosen the nut up that holds the flywheel on a few turns, apply some pressure to the bottom edge of the flywheel with a prybar and then give the nut a good rap with a hammer but protect the nut with a piece of hard wood so you dont damage it. This should pop the flywheel loose . You can then replace the key. Also check the blade and shaft for damage.

The cord that I pull to start my Troy Built mower won't come out completely. I have to pull really hard and then it only comes about halfway.

First take the plastic housing off that covers the flywheel,inspect the flywheel,make sure theres no rust causing it to rub the armiture. Make sure theres no dents or screws in the cover that goes over the flywheel that it would drag on.If every things good there, take your spark plug out and try cranking it,if it frees up instantly the plug is too long,if not,make sure the blade moves free of any obstruction,and with the plug out,shine a light inside the hole while slowly turning the blades,check for any scratches or gouging on piston and cylinder.

How to get flywheel off?

you need to really crank down on that flywheel puller. even when they are not rusted they are dinks to get off. i wouldn't give it heat. i'd soak it in an oil. and hten really torgue her down. should pop right off … Joe

Hard to turn flywheel?

just to let you know Euro pro is a off brand and has had many concerns, try oiling the machine in the oil holes provided and also at needle arm, let me know and i will give you more advice
