I have a tecumseh tvt691 twin cylinder with twin carburetors on a murry mower.rh cylinder not firing all the time. check ignition coil with spark tester. spark is good. checked flywheel key. checked pushrods and valve settings.installed new sparkplugs. installed new carburetor on rh side. still not hitting on that cylinder. exhaust pipe on that side stays warm but not hot to the touch. about to trash
Is the plug not firing? Can you check to see that it's actually firing at the tip? There are YouTube videos to show you how. Swap the two plugs to see if it is still a problem. If it is it you can rule out a bad plug. Do you have good compression? If the plugs are firing every time, then you may have a stuck valve or a problem with getting fuel into the cylinder.

sounds like you have a broken valve, you need to take it in and have a new valve put in, check compression you will get different readings, anyway needs to be taken in and have a professional look at it

stuck needle valve or bad float in carb.

Did you check for spark of assume that since the spark plug was not dirty that it is not firing. I am leaning toward water in the gas since you have to keep the choke on and it is blowing white smoke. You may want to drain the fuel tank and carburator and put in fresh gas. Good luck!

check for spark if none remove the harness from the engine and crank it if you then get spark check the safety switches

Possibly the safety switch under the seat is faulty.
