If a single speed bike loosen the rear wheel and pull it back away from the pedals to get the chain tighter
If it has multi gears the arm hanging down has a ser screw that will need to be adjusted to align the chain to stop at the last gear

The short answer is about 15 to 17cc = 1 hp or about 1 cu.in. = 1 bhp for a modern car. An accurate answer depends on many factors, rpms, type of hoursepower, how the moter is tuned, fuel, etc. In the case of your motor probably around 5 to 7 hp.

As "roadmaster' doesn't really narrow it down much perhaps a generic web search for "chain falls off bike" would work for you. YOU can see your bike. We can't even tell if its a single- or multi-speed.
