SOURCE: changed from natural gas to propane when new oven flames up the side top burners ok
Just bought a Kenmore and did this conversion myself. You do not change the oven nozzle (jets) but have to wrench it down with a 1/2" wrench as per instructions. After I did this the falme was high as you described. I wrenched it down further and adjusted the air shuttle and it was fine. The brioler is done the same. The wrench adjustment is tight so be aware.

If your top burners are not lighting or will not work, it is possible that the burners have become dirty or wet. Please follow the troubleshooting directions below before calling service:
If you hear clicking or sparking, go to Step 2.
If you do not, check your circuit breakers. If the circuit breaker is ok, we recommend that you schedule service by calling 1-800-432-2737 or schedule service online.
First remove the burner grate, cap, and head. Use a needle or paper clip to poke through the holes on the burner head. Re-assemble and try the burner.
Remove the burner grate, cap, and head. Even if it looks clean, wipe the tip of the electrode with a clean, dry paper towel and PRESS IT DOWN. Re-assemble and try the burner, again.
Check to see if the burner works, If not, then go to Step 3.

hi thanks for the question check to see if the broiler igniter is broken that could be the problem do you use the broil more than the bake if you do then change the broil igniter thanks the appliance doc

i'm having the same thing happen to me however the broiler works fine.
SOURCE: Oven pilot light won't light
It is usually a bad thermocouple. Mine had only had a weak pilot flame and the problem turned out to be a corroded and leaking pilot gas line. It was leaking whee it enters at the bottom of the oven chamber.
