Sounds like you could have several different things going on.
The speedometer on most cars is a flexible cable that is attached to the side of the transmission (this is a general rule of thumb and not necessarily specific to your car model). It screws into the transmission and into the back of your instrument cluster.

The "arrow" working intermittently could possibly be a back contact somewhere, I'm guessing you mean the turn signal arrow. This could be a worn out turn signal selector. If you remove it from the steering column and inspect it, there are some copper contact points that will engage when you move the selector, these could be corroded (especially if you live in a wet climate) or they could be worn out (the vehicle is almost 20 years old). Buying a used control module from the junk yard could be an easy and cheap fix. You may also have a "short" in the wires, faulty ground, or bad instrument cluster.

The temperature gauge could be a faulty thermostat, but if it was bad your car would probably over heat. It could be the thermostat sending unit that is located near the thermostat housing. It could be corroded and need to be replaced so it sends proper signals to the instrument cluster.

1996 was the year that OBDII computers were mandated in vehicles sold in the US, so your chances of getting clear and concise fault codes out of your vehicles computer is not real good.

Without more details, this is the best I got, but a couple places to start looking if you are handy with tools and a do-it-yourselfer.
good luck!

1994 940 Volvo wagon turbo has intermittent electrical problems. Blinker on dash stays lit. Dash lights go out but will come back. Radio stopped working then both radio and CD player stopped working all...

It truly sounds like a loose or faulty/corroded ground wire. Almost 99% of the electrical problems I have experienced with Volvo's are loose wire related. There are a number of ground wires underneath the hood grounding the engine. However my first suspect would be the connections on the alternator and battery.

Hope this helps.

I have a 93 Volvo and my gas gauge works sometimes but my temp gauge isn't working at all. any idea? this is driving me crazy

it could be a couple of things, like it could be the thermostate in the rad hose, your water pump could be gone or the gage isn't working , but first check to see how your coolant level is first if its low then it would be your water pump, changing the theremostat wud be a very single job to change its not that expensive if i do recall it is less then 50 $
you gage for your gas will most likely have a floating gauge by the age of it , it is probable getting stuck sometimes thats whty its only working part of the time

MY 1995 VOLVO 850 TURBO STATION WAGON IS HAVING PROBLEM STARTING. ON THE DASH BOARD AN ARROW IS POINTING TO THE BATTERY. IS IT THAT SIMPLE TO IDENTIFY THE PROBLEM. PLUS THE CAR HAS BEEN SITTING FOR A YEAR...

If a car has been sitting for that long then the battery is going to be bad 90% of the time. Get a new battery and put some fresh gas in and you will on the road,.when you go to the parts store have them check the old battery to make sure but I bet that it is bad.

i know this might sound unrelated but i noticed the same problem solved by chance when i changed the actual engine oil. i drained engine oil thoroughly (overnight) and changed filter. after running it a couple of times the orange arrow stays off, this problem reoccurs once the engine oil ages so i change my oil and filter every 5000kms. my guess is that some sort of censor reacts to the old oil as i'm not sure how the two are related.

Fuel level sensor in tank bad????

Yes it is all one unit, and yes that is what the problem is. don't use aftermarket parts, use OEM, (Delco Remy) they are much better quality.
