most universal remotes usually only do the simple commands like power, play, fast forward, rewind, pause, stop.
It may not be capable of setting the time.
If the remote is able to be switched to just work for your VCR you could try to press the menu, input or setting buttons to bring up any type of menus that would possibly help. If that doesn't work you may not be able to set it with the remote.
This simply sounds like a "remote address" problem, in other words--the remote is not assigned to the set. If this is for a DVD or VCR, you might have to assign that function before they work--by pressing the "dvd" or "vcr" button before they work.
It sounds like a contact fault to its buttons inside the remote control. Your remote control need to have cleaned. To clean it, you have to open it and take the printed circuit board inside it. If you wish to get some details; check the site linked here. The EUR7711150 remote works for several different Panasonic CD stereo systems. To switch between AM and FM, press the Tuner/Band button. (If you were in another mode, you'll need to press the Tuner/Band button once to get to the Tuner mode and then toggle if needed.) Then if you press Play Mode (above Repeat to the left of the number keys), you can toggle between Preset and Manual. In Preset, the rewind and fast forward buttons select between your preset stations. Alternatively, you can set the presets to numerical values and touch the appropriate number button. (Touch the >=10 button first to access Memories 10-15.) If you are on Manual, the rewind and fast forward buttons will let you move up and down between the frequencies. Pressing and holding Rewind or Fast Forward for a moment will let the radio scan to the next frequency in that direction with a signal.
The CD button enables the CD or MP3 disc player mode. AUX and Tape are for external audio devices and cassette tape mode, respectively.
These comments are based on using the remote with the Panasonic SA-PM19. Please add a comment with the specific model of your Panasonic radio if you need additional assistance.

Do you have a remote?
Some camcorders you have to hit the record pause button on the remote and then hit pause.
It then begins recording.
I hope this works for you.
