Ticking sound No dash lights. Ticking is worse in cold weather

Without hearing the noise sorry can't offer a solution, but yes it can be fixed, see the dealer for help or a shop that you trust if you can afford the dealer, which is the best source of expertise for this type of problem. It is you choice.

without the vehicle ?

When you start the car with cold engine the oil light indicator is on even after the engine started?
If the sound comes from the engine itself you could check the oil level with cold engine before start.
If oil level is ok ( between low and maximum marks on the dipstick ) then could be 3 posible causes:
1. Bad oil
2. Faulty oil pump
3. Worn camshaft bearing, worn crankshaft bearing, or faulty piston bolt.
It may help if you bring on some more details like since when is making that noise, in what circumstances appeared and so on.

Motor oil thickens when cold- on very cold days, some grades of motor oil can be nearly the consistency of honey. It takes time for the oil to make its way from the oil pan to the top of your engine.

The ticking you hear is usually caused by the valve lifters running nearly "dry" - meaning that they are getting very little oil. As your Cruiser warms up, the oil thins and makes it "up top" much easier, so the noise decreases.

Make sure that you are following your manufacturers recommendation for the grade and viscosity of oil (example: SG SAE 10W30) for the temperatures you are operating your car in. In extreme cold weather environments, such as Chicago or Milwaukee, you may want to use an even "lighter" oil (example: 10W20 instead of 10W30) - you just have to be certain that when spring arrives, you go with the higher viscosity oil- your manufacturer normally covers this info. The grade (example: SG) is very important because it refers to the detergent content of your oil.

No vehicle manufacturer that I am aware of recommends a "straight grade" viscosity oil (example: SAE 30) in cold weather. Multi-grades, which act "lighter" in cold weather are called for.

The "W" in the oil viscosity designation means "winter" - it is the viscosity of that particular oil at 0 degrees F..... For example, "10W30" oil is as thick as an oil with a viscosity of 10 at 0 degrees F, and is as thick as an oil with a viscosity of 30 at 70 degrees F.

It is not a good idea to use any oil thickening additive (STP, motor honey, etc...) in cold weather because they tend to add even more viscosity.

"The Court is out" regarding teflon additives such as "Slick 50" to your oil- the principle sounds good to me, and I have used them myself. Personally, a similar product has seemed to help tone down the "startup ticking" I myself have experienced.

the gear in the dash is probably broke

check for a lose spark plug lead or cracked elecrod insulation on spark plug

A small exhaust leak can sound like a ticking noise during acceleration and can get better or worse as the system heats up. I had a similar problem when the engine was cold that was solved with a new exhaust manifold gasket.

If your gas lines were froze then there is obviously water in your fuel system which even once thawed could prevent your car from starting and may not run good if it does. With that being said it obviously has to be cold for your gas lines to freeze and cold weather is ******* your battery especially if it sits for a while. Turn on your headlights and see if they are working good as well as your dome light and radio. If they are not working good or at all charge the battery with a battery charger, even though you have tried to jump it. Your car will have a fairly small battery and the smaller the cold cranking amps your battery is rated for the worse it will be in cold weather, possibly even not turning your engine over. If you do all this and it does not work it may be your starter but my money is on the battery.
