Make Model and year of your vehicle? Sounds like something with the air diverter flap or door. Some use electrical control. Others use mechanical cable control, and others use vacuum for control.

My Air Cond. cold Air blows out the feet vents, but not the dash vents...WHY??

You most likely have a vacuum leak not allowing the vacuum operated vent/duct inside your instrument panel to operate. Check all of your rubber vacuum hoses in the engine compartment for leaks, cracks or breaks .

Left Vents blow warm/hot air when calling for cold air

Usually a sign of a faulty blend door under the dash.
The blend doors direct air thru the ac and heater core along with the upper and lower vents.

Often a sign of a blend door problem. The blend door or doors are in the heater a/c box behind the dash.
