Re: I HAVE THE WRENCH ERROR; DO NOT KNOW WHAT TO DO FROM...
If you push clear and 8 does it say C7? Push 0 and 8 as you turn on the copier it should say ad on the display push 89 and start and (I bet 3 is displayed) push 0 and start this resets the "c7 counter"

PowerTrain Elite Contractor Series 6500 Watts Recoil Portable Generator with Electric Starter
you are outta luck, fabricate your own parts, they are not in business anymore, here are some comments,,,,
"This generator was built in china, but Honda sued them and is no longer in buissness.
"This is by far the worst generator I have ever seen in my life. The company must not even exist anymore because I cannot seem to get the generator to stay cranked for more than a couple of seconds. I have rebuilt the carb and flushed the gas tank and changed spark plug and just checked over everything, and still does the same thing. I was hoping to get in touch with the company that makes it and I cannot find anything on them or their products. Its like they never existed. If anyone knows any information on this company and how to get in touch with them please send me an email. email@example.com"

New installation should be covered by your contractors. Maybe BBB or local TV station (although I hate all the individuals involved) could help. You might try asking how long the contractors intend to stall before you are forced to resort to the media.
To answer your question, the common wire should be at ground potential. That means zero volts relative to your local ground (cold water pipe or other provision. If you can't trace it, the contractor should be able to. If other circuits are normal, it's in that line which should be off of it's own breaker.
I can't tell anymore than that without seeing your entrance.
