Assuming XP, right click My Computer, Manage, Devioce Manager and look for the yellow question mark ... this should give you some clue as to whats wrong ..

check your drivers on the usbs if they are there go to dell.com make you a disk of the drivers from cd rom then uninstall them in the hardware profile then search for new hard ware when the reappear see if yellow mmark on them for driver problem if so reload drivers with disk. sometimes you have to uninstall them to fix em.
