Problem for Dell Dimension 9200 PC Desktop

No offense, but you need to plug it in to turn it on.
I actually missunderstood your post sorry.
You may have to find out what motherboard you have and clear the CMOS. Firstly I would try and remove the battery from the motherboard for about 20 seconds then reinsert it and try again.
It is possible that the battery on your motherboard has gone flat, thus losing BIOS memory.
Secondly You may have to flash your mobo with a new BIOS.
