Assuming you're talking about your desktop icons, here's how that can be done:
1.If you're using Windows Vista or higher, you just need to right click on the desktop and point to view and the select the size that you want.
2.If you're using Windows XP, follow the instructions mentioned below:
i.Right-click any empty space on the desktop. A context menu will appear. Select Properties.
ii.Select the Appearance tab in the Display Properties dialog, then click the Advanced button.
iii.In the Advanced Appearance dialog, select "Icon" from the Item drop-down menu. Select new size in the Size field to the right of the drop-down menu.

Click on the Displays icon
Selecting a higher resolution will make things
smaller in the screen.
As example: x1024 768 icons and text will be large, 1280 x 1024 icons
and text will be smaller.
