If this if belt drive, is the belt worn, or slick? With the engine off, put the tractor in gear, and try to push it. the wheels should drag or lock. If they don't you may need another tranmission

What I do is to drop the mower assembly to the ground, then I have enough room to install the drive belt without having to remove the mower assembly. You could put the tractor on blocks to lift it up higher so the mower might go a little lower, but it is the same procedure to install the belt. That is the only way I know to install the belt without removing the mower assembly. I know this is not what you wanted to hear, maybe somebody might have another idea that would help you.
