remove throttle lever assembly and if it is put together with a rivet?
take vise grip pliers and put in its jaws where it is connected or pivots at the rivet and squeeze it tighter at that point as it has worn with use. You will have to put out on it to make a difference
or if it is put together with a bolt ? its obvious
or if the throttle has indentations built in at certain points of travel then be sure the throttle assembly is tight enough to hit those and stay in that position

Some come with a tension bushing underneath on linkage. Check that first

Can't help you completely but I believe the brass colored bar coming from deck towards front should be on top of the black bar that puts the tension on. I had it on the bottom and the both bars ended up under the deck.
