Yes, your watch will retain the same water resistance if you will not damage the rubber gasket. After replacing watch battery, clean that rubber gasket with lighter fluid(ZIPPO), place back in watch exactly as it was before and reassemble the casing.
If there are screws on caseback, do not overtighten them. At the same time do not leave them too loose.
Memorize how much power you needed to unscrew them and use the same to screw them back.
I'm recommending ZIPPO, because it would be difficult for you to get special cleaner and grease for gasket.
After cleaning the gasket with ZIPPO, rub a little bit of vaseline in to your fingertips and slide the gasket through them. That will do a good lubrication.

It could be the battery on the strap is not good. However just to be sure make sure you are wetting the strap and it is around chest, front should sit right about on the bottom of pectoral or chest, if you are female make sure it is under your sports bra the bra band will be over it. I would start warming up then hit the start button it should work.

The only alarms available to use for that watch is your heart rate for exercise and a daily alarm. Unfortunately it does not have the hourly alarm feature. I wish it did I am a personal trainer and hourly chimes would help to keep me on time but my rs200 doesn't have the feature either. Sorry :)

There is a step by step guide in my tips and tricks of things to try with your strap. If none of these work and you are getting a signal from another source then you need to get either a new strap, a new sender or both. If you send the T-31 wearlink into polar they can run a diagnostic and see which is bad and sell you just the piece you need or a whole new chest piece.
