Could be; age,lightning,power surge,defective wire,loose wire,tight compressor. Capacitors fail sooner or later. They are like batteries they do not last for ever.

The contactor is supposed to turn the condensing unit on when everything else is right and the thermostat calls for cooling. There are various sensors that can keep the contactor from activating. If you are low on freon, if the inside coil is iced over, if the freon pressure is too high or alternatively too low, if there is no air flow to the inside coils and when the thermostat says it is cool enough, the contactor will kick the unit off. The contactor works off of low voltage signals sent from various sensors. When all sensors say ok the contactor pulls in the 220 volts. Because you are pushing the button in manually, you are over-riding all the sensors. It is something you are not supposed to do. To determine the exact cause, you would need to follow the wiring diagram to each sensor to see which one is showing a fault. Manually holding the contactor in can cause severe damage to your unit, if it hasn't already done so. As to why it is stuck on, there is an electromagnetic coil that pulls the main contact points together. The contacts may have overheated and welded together, or the magnetic coil may have burned out and swelled up enough to prevent the rod mechanism to back out of the coil. I would strongly suggest you have a good AC technician trace out your system to find the fault.

If its 10 SEER, more than likely its a R-22 system. To replace the TXV you have to reclaim the refrigerant and open up the refrigerant lines, then replace the TXV and pull a vacuum on the lines and purge with nitrogen. Plus, you have to have the proper certification to perform this. Not a task for a DIYer. But if you insist, you can look on ebay for a R-22 TXV, 3 to 5 ton valve with the same connections as your existing one. I've been able to find them here recently as older R-22 TXV's are no longer carried by most refrigerant supply houses.

I think you may have listed your tonnage incorrectly. But, basing it on a 3 to 4 ton unit the dB rating is 76.

It is a 3 ton, 10 seer unit. Size is basically good for 1200 sq. ft. Hope this helps!

Problem is: I bought a Rheem 16 seer a/c package.

He should put in what he quoated, if the paper work says Rheem then that is what he should have installed.

You will probably not see much savings from a 14.5 to a 16 seer unit. Your leverage is in the bid and what you paid for, I think he should give you a couple hundred dollars back.

If he does not, go to the city inspector then go to the contractor. If he says he is going to replace it. Be there when he does it. Its easy to slip a different
brand nametag on another unit.

Carrier and Bryant are almost identical in looks, you
could change the plastic nameplate and noone would
ever know.

Compressor is not engaging

This is probably not the answer you're looking for but the best solution is to have a qualified HVAC tech check it out. The porblem could range from a relatively inexpensive electrical part (capacitor/contactor) to a burned out compressor. Without being familiar with the Weatherking model numbers my guess is you have a 10 SEER 3 ton unit, which means it's pretty old. might be time for a enw one - at least get the tech to check it out.

You have 10 seer 4 ton unit. A compressor install in my company (4 ton) is about 1400 dollars. Remember when you change compressor you only get a 1 year warranty. A new unit can have as much as 10 year compressor warranty. Amana has a 10 year parts and labor with their unit. The new unit will be 13 seer and you may have to install a TXV inside. You might think about changing the whole system with the new 410A system. Either way a new condensing unit is needed. I have not had anyone just change a compressor in an older unit. Just not cost effective. Get several estimates before you make up your mind. Rus

Your friend is correct. Installing a sump or p-trap in the suction line will probably help. The oil may be leaving the compressor but can't get back.
