sounds like an antenna problem. rotate it with someone who can tell you how TV is affected by rotation. Some people buy an antenna motor for reception.

Sounds like your inside control rotor box is malfunctioning.

This should have a reset to it. If not then it got thrown off in the gearing and my have to be manually reset by taking it apart.

I suspect one of the buttons on the front of the TV is stuck. Best thing to do is try playing around with them while the set is in operation and see what happens. If that doesn't seem to be the case then you have a diode or capacitor on one of the control lines that is shorted or leaky causing this to happen.
