Do you have a friend with a name brand tablet that could come over and test if your wifi can handle streaming? If another tablet gets the same results as your tablet it could be a issue with your wifi access point. I don't use Netflix anymore but can you confirm your new tablet has enough processing power to stream video? Can you stream youtube HD videos?
To make the Bluetooth connection, you turn on the Galaxy Tab's Bluetooth radio. Obey these directions:
On the Apps screen, open the Settings icon.
Choose Wireless & Networks.
Place a green check mark by the Bluetooth option.

I answered this before. Please look at all answered problems before asking questions. Others have probably already given you the information. Here is my answer: There is no way to edit the screen ratio on the new iPad or any iPad for that matter. They went with 4:3 because the majority of users use the device to browse the internet and read e-magazines or e-books on it. As you know the screen gets cut off when you go to fullscreen or it has those annoying black bars above and below. If you're looking to watch video do it on a computer or your TV. The new iPad isn't made for heavy video watching IMO.
