Two things to do:
remove your CMOS battery and insert it back after 10-15 min.
there will be a jumper with BIOS CONFIG written near it near the CMOS battery. remove it from position 1&2 and put it in position 2&3.
Switch on your computer and leave it for a few minutes. Adjust settings to your desire.
Put it back in original position.
Restart and you are good to go back into BIOS and make the settings you want.

Take the battery out of the motherboard. Wait a few minutes and put it back in.

SOURCE: how can i unlock dell latitude d420 bios password

Clearing the CMOS will reset the password...
Take the button cell battery out for a few minutes, put it back in, and all settings, including the password, should go back to defaults.
Unfortunately it looks like your BIOS battery is under the keyboard...
Dell has got what looks like decent directions here, for getting at it:

SOURCE: DELL XPS M140 MXC051 LAPTOP BIOS PASSWORD

Most laptop or notebook computers feature enhanced BIOS security, and BIOS passwords on laptops are hard to bypass. Several companies offer laptop security chip services that can be used to bypass the BIOS password on Dell laptops or notebooks and reset the security. They can provide a master password from the Dell Service Tag of your Dell laptop. This master password will allow you to bypass the existing password and enter the BIOS and reset the unknown password. To generate the master password they need to know the Dell Service Tag of your unit. Dell Master Password Recovery does not require soldering or disassembly of the laptop and supports most Dell models.

Dell BIOS passwords can also be reset by replacing the laptop security chip. Passwords can also be recovered from security chips that have been removed from laptop or notebook systems. These passwords may be required to attempt to unlock protected hard disks. Passwords recovered from these chips are the original BIOS passwords and may be the same as the hard disk password, but are not guaranteed to be the same and may not unlock the hard disk. These are usually damaged in the process of recovering the passwords and are not suitable for replacement into a computer.

I need the dell system passcode xps m140 not the bios

Are you talking about the Windows Welcome Screen User Login Password? That's not a Dell password, but a Windows password.

Need to reset the bios password on my dell xps m140 laptop.

You would have to reset the whole bios to default which maybe something you cannot do. The only other method would would be to take the laptop apart and remove the battery that keeps the motherboard BIOS memory powered. It should look like a large watch battery. Remove for 5 to 10 seconds, and replace. Then put the laptop back together and that should reset the BIOS, password and all.
