On your computer, click the Windows Button, Select 'Control Panel. A window appears 'Program' on the left hand side, below it you will find 'Uninstall A program'. When you click the 'Unistall' a list of all the programs appear in a window.
Select the program you wish to uninstall, it is only then the 'UNINSTALL' button next to the 'Organize' button. The computer will ask you to confirm the 'Uninstall' option.

Here's how you can get rid of ASK toolbar and set Google as you homepage:
1.To uninstall Ask Toolbar program from Windows XP, Windows Vista or Windows 7, click the "Start" button, then click on the "Control Panel" menu option.
If you are using Windows 8, simply drag your mouse pointer to the right edge of the screen, select Search from the list and search for "control panel" .Or you can right-click on a bottom left hot corner (formerly known as the Start button) and select Control Panel from there.
2.When the "Control Panel" window opens click on the "Uninstall a program" option under "Programs" category. This option is shown by the arrow in the image below. If you are using the "Classic View" of the Control Panel, then you would double-click on the "Programs and Features" icon instead.
3.When the "Programs and Features" or the "Uninstall a Program" screen is displayed, scroll through the list of currently installed programs and uninstall Ask Toolbar, Ask Toolbar Updater, Ask Updater and any other recently installed or unknown programs from your computer. That should uninstall Ask toolbar from your computer. You'll also need to remove extensions from your browsers. For setting Google as home page, once Ask toolbar has been removed, just open your browser and paste this link in the address bar: http://www.google.com/homepage/
It'll automatically detect the browser you're using and give you instructions on how to set Google as your homepage.
I'm guessing by reading that, that you want to install Firefox and remove ask.
To remove ask go to Control Panel followed by Uninstall Programs, then find ask or ask toolbar (anything with ask) and hit uninstall.
Otherwise if you're using Chrome you could also head over to Chrome Settings and choose extensions on the left, from there disable and uninstall any extensions that say or relate to ask.
I assume you are referring to the ask.com toolbar. What operating system do you have (Windows 7, Windows 8, Mac iOS, etc.)? In Windows 7, it should be located and can be uninstalled in the "Programs and Features" in the Control Panel.
