Where is cluster for speedometer lights

The "cluster" means all of the things you see under the plastic cover in front of the driver, the 'gauges'. The term is a reference to the 'instrument cluster' including speedometer, tachometer, fuel gauge, idiot lights, temperature gauge, everything.
Get a second independent opinion since this is very unusual. Most likely you have a blown fuse.

I have a targa 1534 laptop. used it upstairs on the bed and may have blocked the cooling fan. In any case the screen has gone blank with only a blinking curser top left hand side. Help - have I blown it...

you might have overheated and corrupted your graphics card and its driver software make sure the graphics card is securely seated and check the lead that attach motherboard to hard drive these might have overheated and lost connectivity a computer needs to have current and data to travel up to and through every device for it to work properly even the cd/dvd must work in/out even the fan and its lead must work
hope this helps

Whenever I try to play a game (in fullscreen) or change resolution my screen goes white, then grey, then blue, and then multicolored! I have a Gateway One ZX6000 all in one computer and an Intel Processor....

This could be caused by either your graphics card being inadequately powerful to run the game, or your graphics card could be overheating. Make sure your computer is in a well ventilated flat surface when playing games (not on your lap). As a last resort, you can try reformatting your computer, sometimes software errors in the OS can result in problems. But it sounds like your gfx card is just overheating, if you are overclocking or have overclocked your graphics card, it could be permanently damaged.

When playing a movie it will be pausing and also not able to play games with high graphics

The fastest way to check or correct it to make sure you have the latest software drivers for your graphics card and for the Windows operating system you are using.

Another thing might be your graphics card may be overheating and simply shuts down or not enable you to use it to its fullest potential. If you can put a normal house fan next to your pc open the side door and see if it helps. If it does and you can watch a movie and play high graphics games then its overheating.

But get the latest drivers for your graphics card first.

Vertical colored lines appear on monitor during startup

This is a graphics card issue from overheating. You supposedly can replace the graphics card if you can find one. The NVIDIA GEFORCE GO 7600 is it. I have heard they are not cheap, and will be a chore to get in. The space inside the IQ770 is very tight, and hence the overheating problems. Not enough airflow...

Graphics Card

Its the AGP slot where its in most likely. IF there iw weird stuff on the screen when running 3d apps that can either be a hardware problem or a driver problem. Try updating the drivers first. Most likely the problem is not hardware yet.
