Question about Refrigerators
With the new motherboard, the fan does not turn off when the freezer door is opened. The ice dispenser auger motor frosts up and seizes when the freezer gets cold again.
Taking these one at a time: It's highly unlikely the MB took out heaters. If indeed they "burned out", I'd check for failed heater safety thermostat which is equally unlikely as the mainboard to have caused the failure.
Far as ice clumping in the bin, you'd need to run a 24 hour recording thermometer test to find possible spikes in freezer air temperature. Also check or replace the evaporator thermistor. On freezer burn, that comes from improper (non-airtight) wrapping of food.

(There is a defrost heater on the evaporator in that area.If
you have a VOM you could check it with the power plug pulled out of the wall socket)
if you access the area turn the defrost timer on (clockwise)it should get warm in that area and you shoud hear a popping sound
If you want to tackle the job for yourself all the manuals are here

There is a problem in the water dispenser outlet of the freezer, in this case i will suggest call service tech of the freezer and the ice maker so that the system will be personally diagnosed thoroughly to resolved the existing problems.
Service center in your area maybe available and not then the vendor is the right person to contact.

Maybe but there is also a thermister in the defrost system that might be bad. The thermister is a small, white, barrell shape and is as big around as a pencil, It has 2 wires going in it and is attached to the top of the coils in the freezer.
