sounds like the gell batterys you can try a battery conditioner it may charge them enough for your charger to work again .if the batterys are not charged or used for a wile the batterys will not let the charger work they should be charged almost all the time

On some scooters it is possible to change the polarity of the motor. If its a two brush motor (most are) you can just swap the red and black wires around in the connector plug for the motor. Make sure you get the right wires if you do this but I have to point out that there is obviously a problem with the scooter and I would strongly advise you to get it looked at by your local dealer as the problem is potentially serious and may cause other problems aswell. I cant really understand why it would only go backwards. May be a throttle pot problem or main controller fault. Either way, as I said, best get it looked at as even if you do swap the wires, it is most likely that the scooter will only travel forward at the usual speed for reverse, normally 2mph! What you are describing is typical for this model scooter. The electromagnetic brake goes bad causing the motor to overheat and the circuit breaker to pop. In some cases, it will also burnt out the controller. Depending on the serial number, type of electronics,and the type of brake, you can generally determine the problem components as follows:
Block up the scooter on blocks after removing the seat and back cover. Inspect the brake visually for discoloration and burning. It can be found on the end of the motor with the brake release lever on it. Run the scooter while it is blocked up and listen for a dragging brake on the end of the motor. Disconnect the brake at the connector and with a digital voltmeter check that the brake resistance is between 40 and 60 ohms. If anything is out of specification base on the above replace the brake (the part is between 60 and $160 depending on the serial number). If you have a brake problem you should consider replacing the motor/brake as an assembly.
You can listen for the motor operation and determine if it is grinding or hanging up. Unplug the motor harness and using your voltmeter on the large red and black wires, measure the motor resistance. It should be between 0 and 1.5 ohms. A larger resistance means the motor is working too hard. It may be worn out with bad brushes and armature, and will pop your circuit breaker (reset button).
I usually replace the motor/brake/transaxle as a complete assembly to avoid any future problems and labor cost. This assembly can cost over $1500, so it is a considerable investment. You should have your insurance cover the cost of the evaluation and repair.
There is a good chance that if you continue to operate the scooter with the problems you are describing, that you will eventually burn up the controller which supplies power out to the motor and brake (cost is $600 and up).
You need to make a cost /benefit analysis based on the age of the scooter. What this means is that you need to decide if it is worth repairing. This scooter rarely lasts more than 4 years with an active user. Most insurance companies will replace it after 5 years. The Rally is not a very durable, long life scooter.
You have already invested in some new batteries which is a good decision. If you decide to go with a new scooter the U-1 batteries may be transferable to that scooter.
