I have a LG Art Cool LA121CNP Wall Air Conditioner. When I turn it on, it seems to start, opens the flaps and the front titls. Actually I can hear the gas starting to move inside the serpentine. But it does not move air. After a few seconds (between 15 to 30) it stops and turns itself on. I actually have two of those equipments, so I changed both integrated circuits (the ones that are on the top, but still got the same problem. Any ideas? Thanks!

Supply fan motor is either shot or needs to be cleaned. Generally if the whole wall is shaking there is a bearing out on the motor.

Use a clamp on ammeter to check the LRA (locked rotor amperage) at the moment the compressor is energized. It should not exceed the rated LRA printed on the data plate. If it does then ohm the compressor for a ground or short between windings
