How would I know if my camera is full?

Try brand new batteries - sounds like weak batteries since the lens won't move.

Wont turn off-on

Taking out the battery, when a camera acts strange, is a good thing ONLY. be sure the camera is not busy saving pictures, because you could damage all pictures on the memory card.
I'm not sure the lens was out, when it was connected to the computer. Let us assume it was. Normally, the battery should be charged when the camera is connected to a USB connector on the PC. But not all USB connectors are perfect wired. And if you use a USB hub you can be sure the battery was not loaded. So as soon as the camera came from the PC it needed full power and could not get it.
Now you removed the battery, but before placing it back in the camera, please charge it on an external charger. When you place the charged battery, and the yellow light starts flashing again and won't stop quick, you could try to reconnect the camera to the computer and see what that brings. I would have switched off the camera, before I disconnected it from my PC.

Than the sand issue. If just a grain of sand is in the lens bellow, it could serious obstruct the lens from going back. If you can see the grain of sand, you could try to get it out. Very thin needle (or two?)
But if you can't see something, don't move the lens at all.
You could damage the gears in the focus and zoom mechanism.
I wish you luck with the camera.

I turn on my camera that has full battery but it doesnt turn on

Sounds like sand in the lens cavity. Use a fully charged battery, then lie the camera flat face down on the floor, ideally a carpet. With the camera OFF, lens face down with the carpet, switch the camera on. It will take a number of go's to release the **** stuck in it.
Mine took atleast 15 go's. Better than chucking the camera out, and saved atleast 80 dollars and a trip to Germany!

Lens stays out- "Bip Bip" when i turn it on but no other reaction

If the camera has recently been dropped you may have lens damage that's preventing it from powering up. If it hasn't been dropped your problem may be due to weak/worn out batteries or corrosion on the battery contacts inside the camera - which can prevent the full power of the batteries from flowing into the camera. Try this free fix before you do anything else: remove the batteries and wipe the camera contacts firmly with a dry cloth (heavy corrosion may require cleaning with a wire brush, steel wool, or sandpaper). Remove any residue that may have fallen into the battery compartment during cleaning, then clean the battery contacts, place the batteries back in the camera and give them a full charge (assuming that you're using rechargeable batteries). This cleaning clears the problem about 80% of the time. If it doesn't work for you, it may time to replace the batteries, or the camera may have a problem that requires professional repair.

Will not power up

There are several reason why digital camera doesn't stay ON even when the batteries are fully charge or use brand new batteries. You can try to do the following steps to make sure that there is something wrong on the camera and not just batteries.

- Remove the batteries from the camera and the memory card
- Make sure that your using a brand new batteries
- Clean the battery contacts with a clean dry cloth
- verify that the batteries are inserted correctly
- Set the camera in Auto then turn it on
[Listen if there is a grinding sound on the lens part of the camera.]

Most Digital Camera turn itself Off when the lens won't zoom. So, if your camera start up and lens moves before it turns off and you can switch it on a different mode and it works. You need to contact your camera manufacturer and have the camera sent for repair. It might be wiring issue on the lens part of the digital camera

Camera turns off immediately after being turned on. thought it was the battery, bought new one charged it and even though it says full charge, the camera still wont stay on.

This fault is usually caused by a lens problem.
Over 95 percent of lens problems are from Knock damaged or sand/grit in mechanism. Try turn it on in playback mode and see, does the lens come out and go back in before it turns off?
Cheers.

Nikon D90 Memory Card Access Blinking

It's a deadly common problem of D90. Fixation:Simply go to the DSLR repair shop and ask them to change the power circuit board of the camera. Will take $60-70 if the board available. Reason of issue:The power control IC get short and feedback the battery power to the battery causing the draining out and other problem like the top LCD back lamp turned ON after turning on the camera. Careful:To avoid this issue in future, after full charge of the battery, do not put it in the camera right then. Wait for the battery to cool down for 5-10 min and then put it in. With the full charge, the battery hold high ampere for a short time. It could damage the power distributor IC suddenly if you put it in the camera right after a full charge. On Camera Flash Problem and Lens Question

According to Pentax, the pop up flash does greatly reduce battery life. So, if you want them to last longer, use an external flash. The built-in flash is too low powered an too prone to produce red eyes to be of much use anyway. Any lens that goes from 28-300 is going to be much less sharp than one with a shorter zoom range, even if the lens designer uses such heroic measures as aspherical elements and LD glass. Consider the Tokina AT-X 24-200mm f/3.5-5.6 lens as a very good alternative to the Tamron.
