Filter could be dirty?, clean or backwash.
or... You could have some debris: sand, grit, pebbles, etc. in your separate rotor valve assembly. There are small gears in there that turn the rotor plate, it allows for water to enter each set of pipes in a certain timed cycle. If those gears don't turn correctly, water won't flow alternately into those pipes that lead to each pop up head.

The pump does not circulate water after priming

Make sure you are in pool mode, and if you are not circulating, then you have a clogged impellar. Make sure the basket is empty and good, clean the impellar, backwash, or clean filter, put valves into pool mode, prime pump, and you will be ok.

My bug worked great last season but this year I will find it stopped in the pool not moving, I will pick it up and push on the feet to get them running again and it will stop again, what do I need to

It may be that you have one of several possible problems that could be the reason for the symptom you are experiencing:
  • Low water flow thru circulation system
    • Dirty Filter
    • Baskets filled with debris
    • Clogged Pump Impeller
    • Clogged suction line between suction port and actual cleaner
    • Clogged/plugged cleaning unit itself
  • Worn gear assembly within the LadyBug

My phantom remains on the water's surface and will not dive to the bottom of the pool. What do i need to do to have the phantom clean the bottom of the pool?

There is a switch on these pool cleaners that has options "top, bottom, and automatic". If you have the cleaner set to automatic and it is staying on the surface, try changing the switch from the automatic setting and put it on "bottom" until you get the bottom clean.

I just bought and installed a new intelliflo variable speed pump and now my Hayward pool sweep does not move to the shallow end. It only cleans the deep end and even that is not cleaned well. It seems to...

Thank you for posting your question here on Fixya.com.

It is a pressure side cleaner...the booster pump only boosts the main pumps output pressure so much. Lowering the main pump output, the booster WILL NOT compensate by increasing its output. Lowering the pressure to the cleaner head will cause what you describe. Turn the new pump up to full speed to clean the pool then down lower to circulate water for chemical balance and maintenance.

Ray Vac cleans only in deep end

Make sure that your automatic pool cleaner doesn't have an obstruction in the hose that might not immediately be visible. This could cause it to circulate in one end of the pool. Also, check the water pressure to ensure that it has enough force to travel the entire pool.

Filter pump running hot and water is not circulating. We have a 10 x 30 Intex inflatable pool. Also, pump keeps popping the circuit breaker

If your pool filter and pump are running not and not circulating, it sounds like either your pump is not primed properly, you have an impeller jammed/or broken, or you have something clogging the hose to the return line that is causing pressure to build up. Check all three of these and bet you will find your problem.

Wondering if a robo-kleen robotic pool cleaner can be used in an inground pool?

You will find it won't climb walls, but should clean just fine on the bottom area.
