A common problem:

2) The mower control is in the "DO NOT CUT" or "NOT ENGAGED" position.
3) The tension idler has fully retracted.
If the belt seems to short most of the time you only have to push the pedal in that makes the mower drive pulleys closer together.
This makes the belt slide over the pulleys and when you release the pedal the belt is tight and drives the mower.

If you don't have the broken belt, and you don't want to buy 2 or 3 wrong belts. Go to a lawn and garden supply company or sears and buy it by model number of the mower. Then when you have the new one, find the numbers on the belt, and write them down. http://www.searspartsdirect.com or
I would say you have the wrong belt. Sears says belt # 144200 that is the deck belt. Should be 1/2 X 88 and we sell them for 22.81 plus S&H. www.nnyparts.com
Look under the "running boards" Sears(AYP) sometimes put them under there. If not, go to www3.sears.com, type in your 917.xxxxxx model number and the pictures will show you an exploded view of the belt configurations
Lower the deck all the way down. Loosen the set screw on the collar thats on the shaft with the spring around it. After you put on the belt, readjust the collar so you have a 3/8 inch gap when you engage the pto handle.
