I press f8 when starting but unable to get into safe mode. I have windows 7 OS on an ASUS A52F.

You have to tap F8 Repeatedly right after the initial splash screen goes away. Then it will come up with a menu for you to choose Safe Mode.

How do i restart my dell laptop in safemode?

Restart the computer. After the initial splash screen, but BEFORE you see anything pertaining to Windows, start tapping the F8 key.
Once again. When starting up, you'll see the initial Dell Logo, and right when it flashes away, start hitting the F8 key and it will load advanced startup options which will allow you to select safe mode.
If Windows starts before you get to that screen, you did it too soon, or too late.

How do i access safe mode

Start the computer, when the initial screen comes on (not the Windows screen, before that) press the F key that opens your start options. The key is generally F8 on most desktops but you may need to check with your manufacturer if F8 doesn't work. Keep pressing it until you see the start options. Use your arrows to select "Safe Mode" and press "Enter."

My computer will not open windows after power failure the screen is blue

This sounds like a BSOD (blue screen of death). This usually means there is a serious issue either with the hardware or with windows itself. Normally a bsod will have text, along with a line in the format:
0x00000000 _ _
If you could provide the part similar to above (where the _ _ is two letters or numbers) it would allow for better understanding of the issue.

Thanks

Hey i just break the bios password takin the bettery out and then my laptop start showing windows logo and showing blue screen with errors and countinue restarting

you may be able to reset the windows installation by repeatedly pressing F8 during boot. This is only possible if you have created a rescue disk during the initial installation of windows.
the second (most likely to work) solution is reinstalling windows from scratch.

Start your computer in safe mode (press F8 before you get the Windows splash screen). I usually suggest pressing F8 continuously as soon as you see anything on the screen.
Once you get the white menu up that allows you to enter safe mode, let the computer boot into safe mode and do a system restore back to when you know the system worked.
That should solve the problem.

First problem: screen will not come on, no blue

well, this problem happens as the result of so many things but which is more important is the solution.
system32/Dll is utility file.
the best to get this file corrected is by reloading the operating system, with these it does not mean format it no... but repair is the word i'll use.

Windows xp logo will start to load then......

To solve this will require more information from you. The Blue screen is Windows way of telling you that it has a driver issue with a basic component, usually your video card. Did you recently make any hardware changes? If so please let me know what was changed.

When windows first boots, you can repeatedly press the F8 key until you see a menu giving you choices of windows booting. You need to select Safe Mode. Safe mode should allow you to at least boot without a blue screen. The blue screen could also be cause by a virus or other software.

Microsoft has a description of Safe mode here;
http://support.microsoft.com/kb/315222
but here is a quick snippet
To use a Safe Boot option, follow these steps:
  1. Restart your computer and start pressing the F8 key on your keyboard. On a computer that is configured for booting to multiple operating systems, you can press the F8 key when the Boot Menu appears.
  2. Select an option when the Windows Advanced Options menu appears, and then press ENTER.
  3. When the Boot menu appears again, and the words "Safe Mode" appear in blue at the bottom, select the installation that you want to start, and then press ENTER.
