On this unit, the likely culprit is the battery and that it needs to be replaced.

With that, you may want to think about the pros and cons of replacement versus buying an entirely new unit.

This unit is a relatively low end ups and the surge supression uses MOVs that wear out with repeated absorption of energetic spikes. That's why the better (and higher cost) UPSs and surge suppressors don't use them. They're not really that good anyway due to their relatively high transient impedance. The better equipment uses a "transorb" -- basically a back-to-back high voltage zener diode optimized for low breakover impedance and high instantaneous power capability. Unless the transient exceeds the design parameters of the circuit, these do not wear out and do not degrade. That being said, I will assume that you would likely replace this unit with a similar one.
The flashing may not be the battery at all and may be the charging circuitry, thus your new battery may not live very long (half the life that you would expect.

Many batteries out there are refurbs and have issues as all used parts do.

If you contact APC, they will likely give you a 35% discount on purchasing a new product.

The difference in price in the battery replacement vs. ups replacement at this level may only be a few dollars more.

I promise that I am not a UPS salesman, I just deal with many on a daily basis; therefore I am giving my two cents to try to thelp you avoid problems a year from now.

A blinking green light is likely an indication that the internal battery is nearing the end of its usable life cycle. If it's over 3 years old this is likely the case. To test, plug something in to the battery outlets and pull the plug of the UPS from the wall. If you get a short runtime (or none at all) it's the battery. remove the load fom the ups and restart the ups. if the ups alarms again then the problem is in the inverter.

APC RS 1500 82v output

Many UPS Systems have a squared wave when working on batteries. Cheap multimeters do not give the correct measure on squared waves. Connect a 100 watts resistive lamp to the output of the UPS, if the light is almost the same when UPS is working on batteries, everythinf is fine.

Overload Red button is on even after pressing reset button @ back

Try unplugging some equipment from the UPS. The total load should be less than 865 W. Printers and scanners often are culprits.Some gaming desktop computers can have a power supply that will be too much for this UPS. (I've found that even having the printer on the surge only part of the UPS can be a problem. I have the printer on a separate surge protector.)

Since the overload is new, did you add any equipment to the UPS recently or upgrade components?

If you reduce the load, and the problem continues, the UPS may have a fault in the circuitry. If it is under warranty, contact APC.

(I have replaced APC units after 3+ years when they can't properly recharge the battery - with a new battery. The symptoms are 1) getting a overload when a small load is on the UPS. Small load - desk lamp, 13" TV or 2) not keeping the item on when the power goes off.)

Have brand new APC 900 UPS and when plugged in, both green & yellow indicator lights flash. Non-stop. Left unit plugged in for 18 hours (off) to charge battery as info sheet suggested, but lights still...

Nope! The internal battery is not plugged-in correctly. Unplug the APC unit and open the access door to the battery (it is not dangerous to do).
Re-seat the two wire clips (red & black) to the battery. The positive post has a red mark on it.
Close it up and charge for a few hours before using.

If the symptoms continue, return unit to store.

Probably the battery is drained. You should charge it first. And if the problem still persist, it could be that the UPS battery needs replacement.

Smart UPS 1500 - battery level green lights blink on and off

You need to run recalibration on the unit.  The supplied PowerChute software & cable will allow you to do this if you hook the UPS up to a PC (I know it works with the serial cable, not sure about USB).  If you only have a MAC then I cannot offer a solution other than to buy the standalone PowerView device from APC.  It will cost a bit more than a battery, but may save you from buying needless batteries in the future.  I finally broke down an bought one, but note that I was still having the problem after the 1st recalibration.  By trial and error (and maybe a vague memory) I put my MAC in sleep mode, that dropped the load to stop the lights from flashing.  Then I recalibrated with a 22% load and now it finally seems better (lights no longer flashing).  This was with a Smart-UPS 1000.
