See first of all get ur mobile charger connected to the port then in the charging point of JAQ just half the pin and see starts working.

Try to check your charger and battery 'coz it might be a problem... use a voltage tester... or try to "shock" your battery using a voltage regulator with 12V output voltage... red wire on he positive battery terminal and black wire at the negative... have contact at least 5 sec then try to charge....
