Well, no doubt it's time to do some maintenance, and possibly some malware cleaning, maybe add some ram.
See links here, here, here, and here for performance tweaks.
Run chkdsk c: /r to check your hard drive for corruption. Instructions here and here.
Follow at least the first 4 steps of these malware removal protocols to scan your system for otherwise undetected malware that's causing problems, regardless of what security you already have.
Remove any problems MBAM finds.
Then take a look at your system ram. Nowadays, an xp system with less that 1Gb is going to drag a bit, and if you can max out your system's ram (to 2 Gb) it will run more sweetly.
The loudness I can't comment on, except to say that sometimes a loud fan is an indication that the power supply is ailing or about to go. If the hard drive is making noise, make sure you have backups of any data you deem savable. You might open the case and blow or **** the dust bunnies out...
If you work through all that and it seems to be running fine, after a day or so turn system restore off, reboot, then turn it back on. That will purge all the old restore points from your drive, freeing up some disk space.
Check your AV or security software and see how it stands up to resource light apps like Eset's NOD or Avira's free AV. If you're using an internet security suite it could be bogging the whole system down. See the AV Comparatives reports.
ETC, ETc.

I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread.
If I've managed to answer your question or solve a problem, please take just a moment to rate this post....thanks!

I have a Dell desktop. I run Windows XP, and use McAffee, XoftSpySE, & RegCure software. I have about 25% free space on the hard drive. The computer runs slowly. I have defragged, compressed old files,...

try running one more virus software program called Malwarebytes.
http://download.cnet.com/Malwarebytes-Anti-Malware/3000-8022_4-10804572.html
After you install it, make sure to check for updates each time before you run a scan. RUN A FULL SYSTEM SCAN.
When you are finished with, that run a CHECKDISK. Do this by clicking: START/RUN & type: chkdsk /F /R exactly like I have it here, into the box and press Enter. Choose Y and restart

Your system is affected with torjans and malvares. They are a type of virus which causes the processes to slow down, so clean the entire system with a good antivirus.

Hello my dell 3000 is running very very slowly, pc scans tell me that I need to clean the registry, would I be better rebuilding th esystem - if so how do I do this? thanks Andy

STOP!!! there is no need to rebuild the system just because it is running slow..first- boot into safe-mode and run a reputable virus scan (there are free ones like AVG and Avast) second--there is a free program you can download and run to clean and optimize the system.. Dell DIM. 3000 PC very slow & freezes up at times.

There are several reasons for a slow computer:
  1. Processor speed
  2. Memory size
  3. Too many program running
If your computer used to run fine, then it could be that there is too much running now for it to handle, in which case either a cleanup or upgrade (or both) is in order. Based on the specs from the CNET website, the Dimension 3000 comes with a Celeron D 2.4 GHz processor and 256MB of RAM (Memory).

If this is the case, then your memory needs to be upgraded at the very minimum. Anything less than 1 GB (1024 MB) just doesn't cut it anymore.

I would also HIGHLY suggest looking at the programs you have running in the system tray (bottom right corner of the screen) to see how many programs you have running, you might check to see if all of those are necessary.
