Then the base station is defective or there is no signal at the connection to the wall.

The locator? Service on a 7684 doesn't come from the base, it comes from the cell station. If it's registered properly, the base doesn't do anything but charge the handset.

Check with your Panasonic dealer or system administrator.

if you are able to register the 7684 with a 0151 cell station, but not the 7690 then that will lead me to believe that the 7690 is acting defective
