Please intimate exact model and brand of your TV to see any solution for low sound out in its speakers.
Low sound problem in cable channels usually depends on audio level that set by broadcasting channels and TV just delivers same level as it gets from that channel.
If you need to get higher sound, hook a home theater or a good sound system in TV Audio Out jacks at back of TV and get higher level sound of TV from sound system speakers.
Please also check Audio Settings in TV Menu and find some thing like Intelligent Volume, this option is also lower the volume of TV. Set audio settings on bit higher level in audio menu.
