This sounds like a fuel problem such as the carb needs cleaning
Changing the oil is never a bad idea. When you have to choke it to make it run it is definitely a fuel problem. There are spray in carb cleaners at the hardware store. They sometimes work. Check all the fuel lines for pinches or leaks. The best way to clean the carb is to take it off, if you are handy enough, and immerse it in Varsol for 24 hours. Good luck.

thanks, how do i clean the carb? ive been told to change the oil would that do it? its a brand new pressure washer.
