I am going to assume (and we all know what assume means) - that you have a desktop. With the power disconnected, take the side of your computer off. Take a can of air (you can get them anywhere) and blow out your fans (all of them) dust and dirt can cause the fan to stop working, dirt and dust can even short out your computer. I don't suggest using a vacume cleaner - for the parts (on a vacume cleaner) are so large you can bump a circuit or diode that can break off.

Once you have air cleaned the fans, while the side is still off, power up your computer and see if any of your fans are not working, if one is not - that is what needs to be replaced.

Sounds like a heat issue, pop the side of your case open and turn on the PC, are there fans not moving? Take a close look at your processor fan if there is one.

SOURCE: cpu fan failure message when booting

Be sure to get the correct size if replacing only the fan. I tried finding one myself a couple months ago with no luck at the local electronic stores so replaced the heatsink/fan combination.

Here are some listed at Google Shopping to order online but my local Best Buy, Circuit City and other electronic stores did not have any.

The fan failure alert on your Dell, is caused by the timings. There is no bios settings, for this. You need a new fan that runs at 1400rpm or more. This will solve the problem, also a clean install solves this problem. Best to buy a new quite fan, keep the 5pin header from the old fan copy the wire colour for the pins, make sure the fan is pwm. In the worst case, you will have to change fan, and overwrite harddrive and do a clean os install. This will fix problem, other methods, like fan speed software will redduce the fan speed cook your motherboard, but will not solve the fan failure alert. Also enter bios by pressing f2 and clear log error before you install new fan and os.

Fan failure from the start..power failure

open your cpu check whether your fan running or not, if it run mean , go to bios and disable the alert so that you can log in to your OS.

If fan not run mean

Open up the case, check the CPU heatsink fan is connected to the motherboard, if it is try booting up with the side panel still off, does the fan spin up?

Alert chipset heat sink not detected system halted error message

It is NOT the CPU fan! There is a heatsink over the northbridge chipset adjacent to the CPU. The clip that supplies pressure to maintain contact between the northbridge and the heatsink has detached on one or both ends. There are wire loops at each end of the clip which feed into the motherboard. When the clip detaches (solder failure), it pops the loop out of the motherboard. The BIOS recognizes this condition as a heatsink failure, hence the error message.

Your firewall keeps a log of events. It periodically overwrites or starts a new log. It has a place in it's settings to put an email address so that it can send these logs to person overseeing this device. It is upset because it is trying to email the log to you but their is something wrong with the email address it is trying to send it to (could be empty, typo, etc...), find and check the setting for email address.
